Overview: The UX Design Guidelines by the User Experience Design & Technology Division (UxDT) of the National Informatics Centre (NIC) provide a comprehensive framework for designing and implementing user-centric digital experiences for government web and mobile platforms. These guidelines are rooted in global best practices and tailored to ensure interfaces are accessible, efficient, and inclusive for all citizens and stakeholders.
Objective
To establish standardized UX principles that help decision-makers, designers, developers, and other stakeholders create intuitive, usable, and equitable digital services. The purpose is to improve user satisfaction, accessibility, and performance across government digital platforms.
Key Deliverables
User-Centered Design Principles
Guidelines to “Know Your User” by understanding needs, preferences, and behaviors.
Recommended navigation patterns and information architecture to support ease of access.
Emphasis on learnability, consistency, and task orientation for efficient user journeys.
UX Design Process Framework
A phased UX approach covering research, ideation, journey mapping, wireframing, prototyping, testing, and iterative improvement.
Inclusive user research methods such as interviews and surveys to gather actionable insights.
Prototyping and testing to validate usability before implementation.
Content & Writing Quality
Guidelines for clear, concise, and user-focused content that supports accessibility and actionability.
Standardized vocabulary, labels, and CTAs to improve comprehension across platforms.
Accessibility & Inclusivity
Integration of Web Content Accessibility Guidelines (WCAG) to ensure digital services are usable by people with diverse abilities.
Recommendations for semantic HTML, alt text, form labels, and assistive technology support.
Technical & Implementation Considerations
Mobile-first responsiveness and performance optimization guidance.
Alignment with Guidelines for Indian Government Websites (GIGW) to ensure compliance and quality.
Design System Integration
Components such as typography, color palettes, iconography, and reusable elements to ensure visual consistency and efficient-scale delivery.
Process & Timeline:
Research Phase: Define objectives, identify stakeholders, and conduct user interviews and surveys.
Design Phase: Translate research into wireframes, interactive prototypes, and design iterations.
Testing & Iteration: Conduct usability and accessibility testing to refine design.
Implementation: Collaborate with developers for pixel-perfect execution and adherence to UX standards.
Guiding Principles:
User-First Approach: Human behavior and needs form the foundation of every design decision.
Clear Navigation & IA: Logical content structure and intuitive pathways.
Accessibility & Inclusivity: UX that caters to all users, including those with disabilities.
Consistency: Uniform design language and style across services..
Outcome:
A standardized set of UX principles that ensure government digital platforms are inclusive, easy to use, and aligned with real user needs, resulting in improved usability, accessibility, and trust in public digital services.
